The Warehousing Development and Regulatory Authority was established under the Warehousing (Development and Regulation) Act, 2007 and it consists of one Chairperson and two full time Members. The present composition of the Authority is as given below:-

The mission of WDRA is to establish a negotiable warehouse receipt system in the country. It will make warehouse receipts a prime tool of trade and facilitate finance against it, enable banks to improve the quality of their lending portfolio and enhance their interest in lending against goods deposited in warehouses. This will help foster scientific warehousing of goods, increase liquidity in rural areas, improve supply chains, enhance grading and quality of goods and there by ensure higher returns to depositors.

The negotiable warehouse receipts issued by the WDRA will help the farmers to seek loans from banks against the NWRs to avoid distress sales of agricultural produce during the peak marketing season and to avoid the post-harvest storage loss.

218 agricultural commodities including cereals, pulses, oil seeds, spices, rubber, tobacco, coffee etc for issuing negotiable warehouse receipts which includes 24 horticultural commodities for cold storage. Further 9 non-agricultural commodities (metals) and 10 non-agricultural commodities (non-metals)  have been notified.

To discourage distress sale by farmers and to encourage them to store their produce against warehouse receipts the benefit of interest subvention was made available to small and marginal farmers having Kisan Credit Cards for a period of six months @ 7%.

The Authority has launched electronic Negotiable Warehouse Receipt from 26th September 2018 and thereby migrating to IT based eNWR ecosystem, by licensing two Repositories namely, M/s CCRL (sponsored by CDSL) and M/s NeRL (sponsored by NCDEX). All the registered warehouses are on boarded to Repository System for issuing eNWR against the deposits. The depositor can use eNWR to get loans against underlying commodities from banks and lien will be marked by the repository.

As per section 34 (1) of the Warehousing (Development and Regulation) Act, 2007, WDRA may constitute a Warehousing Advisory Committee for the following are: -

(i)

To advise the WDRA on the matters of Regulation under Section 51.

(ii)

To make recommendations for the effective implementation of the provisions of this Act.

(iii)

To advise the Authority on such matters may be referred by the Authority.

Section 3 sub section (1) and (2) of the Warehousing (Development and Regulation) Act, 2007 provides that no person shall commence or carry on the business of warehousing issuing negotiable warehouse receipts unless he has obtained a registration certificate after fulfilling the prescribed norms in respect of the concerned warehouse or warehouses granted by the Authority under this Act.

The warehouse operators which fulfil the following criteria can apply for registration of their warehouse with WDRA:

i

The warehouse is constructed as per BIS/CWC/FCI standards and is storage worthy.

ii

Has all the safety and security arrangements for the stock and premises.

iii

Has got requisite manpower with adequate experience in warehousing.

iv

Availability of requisite infrastructure in terms of weighing, grading and preservation.

v

The entity has its own Standard Operating Procedure (SOP) or adopts the model SOP of WDRA.

vi

Adequate insurance is taken for the stock against fire, flood, theft, burglary, misappropriation, riots, strikes or terrorism.

Possesses Networth as specified by the Authority.

Furnishes security deposit as specified by the Authority for securing the negotiable warehouse receipts issued by the warehouse

ix

Exhibits compliance to local laws for carrying out the business of warehousing.

x

Has a KYD process in place as prescribed by the Authority.

Details of registration fee for different capacity of warehouses is as under:

Note:-Where the applicant or warehouseman is a Farmer Producer Organisation or a Primary Agricultural Cooperative Credit Society or a Self Help Group, the fees shall be rupees five hundred.

II. Application fee for registration and renewal of warehouse storing both agricultural and non-agricultural goods :

Note:-
Where the applicant or warehouseman is a Farmer Producer Organisation or a Primary Agricultural Cooperative Credit Society or a Self Help Group, the net worth requirement specified in the Table shall not apply, but it shall not have deficit net worth.

* Illustration:
A warehouse with a capacity of 10000 MT required to have minimum net worth of Rs. 1,00,00,000/- (10000 MT * Rs. 1000 = Rs. 1,00,00,000).

Following financial concessions are provided to Cooperative Societies and FPOs to encourage them for registering their warehouses:

i

The registration fee is only Rs. 500/- as compared to Rs 20000 to 30000 for others

ii

Networth is required to be only positive irrespective of the capacity, while for others it is specified with respect to the capacity of Warehouse

iii

Security deposit is Rs. 50000/- per warehouse in the form of a BG or bank FD ( fixed irrespective of the value of NWRs issued by it), while for others it is minimum Rs 1 Lakh plus a percentage of value of NWRs issued.

Training of Warehouse Managers/ Supervisors by the WDRA

 

Following relaxations have been provided for registration of small capacity warehouses operated by PACS:

i

In case the warehouse is located on a raised well drained site not liable for flooding / inundations and is away for a place likely to be affected by seepage water a plinth height of at least 30 cm may be accepted,

ii

The minimum limit for capacity to be registered in case of PACS warehouses will be 100 MT.

iii

Availability of parking and manoeuvring space for vehicles shall not be insisted upon.

iv

The warehouse should have a stack plan drawn leaving reasonable space for alleyways

v

Other than the Secretary of the society one more staff of the PACS shall be engaged (on full or part time basis) for storage and preservation of the goods in the warehouse.

Availability of security guards may be desirable but not insisted upon for registration of the warehouse.

Availability of a pucca boundary wall / barbed wire fencing shall not be insisted upon. However, the warehouse should have adequate arrangement for locking of godown and safety/security of stocks.

PACS warehouses up to 500 MT capacity shall have at least one fire extinguisher (of requisite type) and six fire buckets.

 

To access the WDRA 2.0 Portal, visit the official portal website and click on the Sign In option available on the homepage. Enter your User ID and password. After successful login, you will be redirected to the dashboard where you can access portal dashboard and services.

If you do not remember your User ID, click on the “Get User ID” option on the login page and retrieve it using your registered mobile number or email ID.

If a Warehouseman is already registered with the Warehousing Development and Regulatory Authority, they must update their PAN details on the WDRA 2.0 Portal before accessing the portal services.

The Warehouseman or their Authorized Representative (AR) needs to submit the PAN details through the portal for verification. Once the PAN details are verified and approved by WDRA, the user will be able access the portal dashboard and services.

This is a one-time process, and it must be completed only once by the Warehouseman (WHM) or Authorized Representative (AR) to activate their access to the WDRA 2.0 Portal.

To obtain registration under the Warehousing Development and Regulatory Authority, applicants must apply through the WDRA 2.0 Portal. The registration process includes the following steps:

  1. User Registration:
    The applicant first creates an account on the WDRA 2.0 Portal by providing basic details such as name, PAN, mobile number, email ID, and completing OTP verification.
  2. Combined Application Submission:
    The applicant submits a combined application for Warehouseman (WHM) registration along with at least one warehouse registration, as standalone Warehouseman registration is not available in the new portal.

After approval, the registered Warehouseman can apply for registration of additional warehouses through the portal whenever required.

  1. Application Form and Document Upload:
    The applicant fills in the required details related to the Warehouseman and warehouse infrastructure and uploads the necessary supporting documents.
  2. Fee Payment:
    The prescribed application fee must be paid through the online payment gateway available on the portal.
  3. Submission of Security Deposit (SD):
    The Warehouseman is required to submit the Security Deposit (SD) as per WDRA guidelines. The SD details must be entered and uploaded on the portal for verification.
  4. Insurance Submission:
    The applicant must submit warehouse insurance details on the portal by providing the insurance policy information and uploading the insurance documents.
  5. Linking of Security Deposit and Insurance:
    After approval of submitted SD and insurance the Security Deposit and Insurance details must be linked to the respective warehouse in the portal to ensure compliance with WDRA requirements.
  6. Application Scrutiny:
    The submitted application and documents are reviewed by WDRA officials for verification.
  7. Warehouse Inspection:
    An inspection of the warehouse may be conducted by an authorized inspection agency to verify infrastructure and compliance with WDRA standards.
  8. Approval and Registration:
    After successful verification and inspection, WDRA grants registration. Once approved, the Warehouseman can operate the registered warehouse and issue warehouse receipts as per WDRA regulations.

No. In the WDRA 2.0 Portal, only Warehouseman (WHM) registration is not available. Applicants are required to submit a combined application for Warehouseman registration along with the registration of one warehouse. This means that while applying for new registration, the applicant must provide the details and required documents for both the Warehouseman and one warehouse in the same application.

Once the combined application is reviewed and approved by the Warehousing Development and Regulatory Authority, the Warehouseman will be successfully registered. After approval, the registered Warehouseman can apply for registration of additional warehouses through the portal whenever required.

Log in to the WDRA 2.0 Portal and go to the Profile section. Select the Change Email / Mobile Number option and enter the new details. An OTP will be sent to the new email ID or mobile number for verification. After OTP verification, the details will be updated.

During the warehouse registration process under the Warehousing Development and Regulatory Authority, the applicant (Warehouseman) must submit valid insurance policies to cover the warehouse operations and stored commodities. The following insurance policies are required:

  1. Fire and Special Perils Insurance Policy (SFSP) – This policy covers risks such as fire, lightning, explosion, flood, storm, and other natural calamities affecting the warehouse and the commodities stored in it.
  2. Burglary / Theft Insurance Policy – This policy provides coverage against risks related to burglary, theft, or unauthorized removal of stored commodities.
  3. Fidelity Guarantee Insurance Policy – This policy protects against losses caused due to fraudulent or dishonest acts of employees involved in warehouse operations.

In all the above insurance policies, the name of the Warehouseman (WHM) and/or the warehouse (WH) should be clearly mentioned in the policy document. The applicant must upload the insurance policy details and documents on the WDRA 2.0 Portal and link them with the respective warehouse for verification and approval.

If the insurance policy that is already linked to the warehouse is not sufficient to cover the required value, the policy may be endorsed by the insurance provider. The updated or endorsed policy details must then be uploaded and updated in the WDRA 2.0 Portal.

Please note the following conditions:

  • The insurance policy must be sufficient as per the value of the stock stored in the warehouse.
  • If the existing policy is insufficient, it can be endorsed and updated in the portal.
  • Multiple insurance policies for the same category (e.g., multiple SFSP) are not allowed for meeting insurance sufficiency requirements.
  • The policy document must clearly mention the name of the Warehouseman (WHM) and/or the warehouse (WH).

Yes. A registered Warehouseman can apply to register multiple warehouses.

Applications generally cannot be edited after submission. However, if resubmission/clarification is raised by WDRA, the applicant can update the required information.

If the portal displays a message that the PAN is already registered, it means that the PAN has already been used to create an account in the system.

If the applicant has never registered earlier but still receives this message, they should send an email to the WDRA with the following details:

  • Applicant Name
  • PAN Number
  • Mobile Number
  • Email ID
  • Screenshot of the error message

This means that the email ID has already been used for registration on the portal. If you are unable to access the account, contact the WDRA helpdesk with your name, mobile number, and email ID.

In such cases, the amount is usually automatically refunded by the bank within 5–7 working days.

If the payment status is not updated on the portal, please contact the support team with:

  • Acknowledgement Number
  • Transaction ID
  • Payment date
  • Amount paid

Sometimes due to network issues or incomplete submission, the application may not be reflected immediately.

Applicants should:

  • Refresh the dashboard
  • Log out and log in again
  • Check under Draft Applications

If the issue persists, contact the support team.

This issue may occur if:

  • The file size exceeds the allowed limit up to 4MB
  • The file format is incorrect (PDF/JPG/JPEG/PNG as allowed)
  • Internet connectivity is unstable

Ensure that the document is uploaded in the correct format and size as specified on the portal.

Please ensure that:

  • Check and correct the fields as prompted after the validation
  • Check all mandatory fields are filled
  • Check all required documents are uploaded
  • Internet connection is stable

After verifying the details, try submitting the application again.

 

For security reasons, the portal automatically logs out users after a period of inactivity.

Please note that while filling the application form, the system automatically saves the data at each step. This allows the user to resume the application from the point where they last left, in case they exit the portal before final submission

Renewal should be applied 90 days before the expiry of the warehouse registration certificate. After completing the application, the applicant must pay the non-refundable renewal fee online through the portal. Failure to renew the warehouse registration may lead to suspension or cancellation of warehouse operations under WDRA

Yes, submission of Security Deposit is mandatory for warehouse registration.

 

Security Deposit details must be entered and uploaded on the portal for verification and physical copy should be submitted to WDRA.

Yes, valid insurance coverage is mandatory for registered warehouses.

Insurance policy details must be entered and documents uploaded on the portal.

The Warehouseman must update the new or endorsed insurance policy on the portal.

To maintain the sufficiency of the Security Deposit (SD) under the guidelines of the Warehousing Development and Regulatory Authority, Warehousemen are required to maintain a Dynamic Security Deposit (DSD).

The DSD is calculated based on the peak value of the stock stored in the warehouse during the previous month. Security Deposit becomes insufficient due to an increase in the value of stored stock; the Warehouseman must enhance the DSD accordingly to maintain the required sufficiency and update the details on the WDRA 2.0 Portal.

A warehouse registered under the Warehousing Development and Regulatory Authority may be marked as inactive on the WDRA 2.0 Portal due to the following reasons:

  • Insufficient Security Deposit (SD) or Dynamic Security Deposit (DSD) – If the required SD/DSD is not maintained as per the prescribed norms.
  • Expired or Insufficient Insurance Coverage – If the insurance policy linked to the warehouse has expired or does not meet the required coverage for stored stock.
  • Expired Proof of Effective Control – If the document establishing effective control over the warehouse (such as lease agreement or ownership proof) has expired and is not renewed or updated in the portal.
  • Non-compliance with WDRA Guidelines – If the warehouse fails to comply with regulatory requirements or standards prescribed by WDRA.
